Another reason will be that your organization, through a form, must also notify your old LSP in time about your intended change.

90 days is equal to 3 months in a year. Looking at how early you need to prepare for your Microsoft agreement renewal coupled with waiting for your COCP forms to be approved, you need an independent expert’s support. For the LSP, 90 days is very important. If a COCP is not done before the 90 days before the EA anniversary, the new LSP will not get fully paid by Microsoft for the new to-be-signed EA contract.
